2000 Honda Timing Belt Replacement

2000 Honda Accord 6 Cylinder - I Am Attempting To Replace The Timing Belt But I Am Having Problem Breaking The Bolt To The Harmonic Balancer Loose. I Am Turning It Counter Clockwise And Using A 1/2 Drive Breaker Bar And Socket. The Tech Specs Tell Me That It Was Torqued To 46lbs Plus 60 Degree. Any Ideas ?

The tourqe is 181 lb/inch.
