99 cavalier w/2.4L DOHC TDC P0300

Car was run out of fuel by rugrat, now it idles rough, smells rich, and wont rev over 3800 - 4000 RPM. have completed tune-up, plugs, wires, coils, and pack. Also changed fuel filter. Any other idea's???? need help.

my old 97 did this and was the #1 injector was bad check the injectors ..make sure plugs were gaped correctly can happen !! uhhh id go over everthing thats was done ... idi cover seated properly ?? 2.4s dont have plug wires .. p0300 is engine miss fire detected by pcm
