1998 Rodeo starting problem

My truck is having a cold starting problem. On a cold engine, it never starts on the first turn of the key. I turn the key and let it go for 4-5 seconds. Then the sesond time I turn the key, it starts right up. I have 115K miles. I replaced the plugs, put injection cleaner in but cant correct it. Could it possibly be the fuel pump so that fuel is not getting into the chamber on a cold start and take a few seconds to get there for some reason.

I agree with pharm rodeo. Try replacing the fuel filter first though. With a new filter have a shop check the pressure on the fuel rail. Should be a minimum of 44 psi.
