I have a 1995 olds Cutlass ciera se. Where exactly is the turn signal flasher?

Welcome to AF.
It should be around on the drivers side under the dash. Maybe close to the steering column, you'll have to remove the kick panels to acess it. and sorry for the delayed reply.
