1995 galant timing woes

I just bought a 1995 galant. sohc tough to start and when it does it runs like the timing is off. Where are the timing marks on the cam and crank? is this an interference motor? I have read that there are two belts to replace when changing the timing belt. could the balancing shaft belt cause it to run like this?
