1970 beetle brake problem

Im working on a 70 bugs brakes and I just replaced master cylinder and bled the system.now when i apply the brakes they work but the peddle slowly creeps toward floor. so I bled it again .same problem, then i noticed there is a leak at the seal where the resevoir lines go in. bad seals i think, but I didnt think that it would affect the cylinder as long as it has fluid supplied to it. I may be wrong though, any help or input would be awesome..thanks
