Buick Park Avenue /Electrical

I posted this before but I guess the return e mail was screwed up plus I have additions.
Car--1998 Buick Park Ave.
Problem---On my daily ride to work last week my radio and all power windows quit working. 15-20 mts later they all started working. Next day same thing. It seems like a circut breaker tripped and re set itself. Third time this happened it quit for good with the windows down of course. I checked all the fuse's and moved the circut breakers around that were under the back seat and under the hood, no luck. I took the kick pannel off and checked the ground wires all fine. Under the back seat there was two in line fuse's they were fine. I moved the stearing wheel up and down to see if maybe there was a pinched wire. I did not check the wires to the ignition yet as I have not figured out how to get the steering wheel cover off but that is my next progect. I took it into the GM dealership today and a mechanic looked it over for two hours and could not figure out the problem. HELP I use the car daily for work and it seems to be the rainey season up here in northern Michigan. Does any one have any other ideas I could check out. Is there a simple way to manually crank up the windows till I get this figured out.
