Exclamation 1997 Intrepid Hazard Wiring

I have a 1997 Intrepid that has a major problem. The hazards and turn signals went out at the same time a few days ago and it seemed like an easy fix. I checked out the fuses, and when they were found to be good-then changed out the flasher. When that didn't work, I rechecked the fuses and checked to make sure the wiring was getting power. That turned out to be the problem. There is a wire that comes off the battery that rusted away(?) and wasn't connected to the battery anymore. I cut the wire and sodered a new connecter in front of the fusible link or resister (not sure what it is). When I reconnected the negitive cable, the fuse for the hazard lights tripped. It looks like I have a short in the wire somewhere or maybe the item connected to the wire (link or resistor) is bad. Is the a way to run a new wire directly from the battery to the underhood fusebox and if so what parts do I need. And also if I can, what side of the fuse terminal do I hook it in to? Any help would be appreciated.
