E Brake problem 2000

Here in Mass the E Brake has to work to pass inspection but mine isn't. I took it to a service station and they tried to fix it but it would work until I drove it then it would slip again. The guy said I might try replacing the drums but I don't understand how that would help. Why would it work once then stop as soon as you use the brakes more? I have no money now and this is not helping. I was at the station and watched him use the brake a few times then drove the 2 minutes to my house and set the brake and nothing again.

Please any help would be great.

What did the mechanic do to fix?

Try adjusting brakes with the star adjuster.

Check the adjustment of the parking cables?

Ae the parking brake cables free to move at the backing plate of the rear brakes?

Go to the ONLINE SERVICE MANUAL and submit the Cincinati Library rather than the Hudson Library to log in.
