Horn is stuck on....please help.

Okay this is whats going on with my 99 Lesabre. For awhile now my horn has been really sensitive like if you barely touch the wheel it will go off.Recently it got stuck in the on posistion and I banged around on the steering wheel to get it to stop.I removed the fuse in fear that it would be stuck on at some time in the future and I wouldnt be able to turn it off.Also I have noticed that some times my car wont even start if the steering wheel it tilted up....I have to put it all the way down and it will start right up...then I can adjust it again.Anyways my inspection is due so I went to put the fuse in and sure enough it started going off and is stuck.I dont really know how to work on cars so I dont want to mess around with the airbag or anything.How can I pass inspection? How much is it to fix something like this or what could I do as a substitute to the factory horn. Thanks for any help..
