Question Just checkin ....

I just put on 16's on my 95 Civic and this guy told me that it would've been "safer" had I gotten 15's because the wieght of the rims would cause tension on my CV joints/boots later on...is this true?

I haven't heard of this being a problem on Hondas, but it could be true, I'm not quite sure. But unless you're rolling some heavy as heck bling bling rims, you should be fine, most "16's won't weigh much over 20 pounds.

The weight of the rims have nothing to do with CV joint wear.
If we applied the same mentality having a 15" lighter rim could cause damage too because it is less rotational mass and it is easy for the drive train to power the wheels which means faster initial rotation bla bla bla, which can lead to wear.

Nope unfounded you are ok.
15"s would only be better from an actual weight perspective, less unsprung weight/rotational mass usually equals quicker initial acceleration.

Now if you lowered the car 2-5" you would see a change in angle of your half shafts, and more tension on the CV boots which may cause premature wear, which could lead to more stress on the joints etc.
