92 caravan wipers

Passenger side wiper is free wheeling .
The drivers side works fine.
How do i get to the problem ?

Probably a bad pivot on that side. Lever arms had a problem. Older vans had a recall if I remember right. I bumped the online manualso it is close. Followthe instructions and see what you come up with.
