96 cutlass supreme 3100 problems

Can anyone help me out with 2 problems Iam having with my car ??

1 . I tried to top up refrigerant in ac system but I cant seem to get the compressor to cut in, any way I can check this compressor to see if it is a dud ???

2 . My power locks stopped working so I checked the fuse & sure enough it was blown, installed a new one & bam, gone again , so 3 fuses later I know I got a short. I disconected the 2 door switches & still blowing fuses, where else can I look because I know when you put in drive she automatically locks the door so there must be another relay somewhere, but where ??

Any help I surely would appreciate.

There is no " topping off' off refrigerant, this does not work, you need to get gages on it and look at the high and low side, it could be low or overfilled or ok and there is another issue with an electrical component.
