1995 blazer no start

i am working on a 1995 blazer v.i.n. w 4.3 liter with a vcn and With Enhanced Ignition System. has a new control module new ignition coil new crank sensor new cam sensor and crankshaft harness. i am not getting injector pulse and keep getting code po1351 i have replaced vcm and have checked all grounds and have run new wires from ckp sensor and ign, module. i get a few injector pulses when i crank the engine over and then it drops out i am checking with injector noids and a snap-on modis scanner i have great spark at the dist, just no injector pluse.

The first step in repair flow chart for that code is to clear code and unplug injector connector and crank engine for over 30 seconds and see if code returns.
Does the code come right back?
Does the modis have the trouble shooter cartiage in it?
If so it should give you some test to run.
Any other codes?

i have followed the flow chart and still no inject, pulse. same code over and over the trouble shooter does not give detailed repair info. the flow chart only covers the ignition system not injector pluse. i have checked for cam reference and ckp reference at the vcm plugs and are all good signals. whats next???

if i had a open wire at circut #423 i would not have any spark?

does any one know how to check for what kind of signal on the white wire #423 is?
