96 cavalier ignition problem

a friend of mine has a 96 cavalier and we can not get the key to turn.
does anyone know how i would go about fixing this problem?

yes the wheel is locked however we are able to unlock it with a screw driver.

My daughter has a 97 Cavalier that had the problem you describe and I shot some powdered graphite into the lock/switch and it worked.
