94 starting issues

Most of the time, when I start my car, its fine. But, once or twice every week or two, it dosent start. Instead, it clicks, all the lights in the car (on the dash and the dome lights) will blink, and the car does not even start to turn over. If I get a jump, the car starts beautifully, right away. The battery will display a nice 13.5 - 14 volts right before and right after the car has this problem.
I dont know if this is related (I know nothing about any of this) but when I had the car inspected I was told the amp crank or crank shaft (somthing to that effect, crank somthing and I thought it sounded like it was an electrical-related part) was weak. Thank you
