Brake light

i just got a 2005 dodge neon sxt and i noticed that everytime i come to a stop or brake then take off again a noise dings then my brake light in the dash comes on for like 15 seconds then goes away or i can just tap the brakes and it will go away.

ik its not the emergency brake because ive messed with it
