4low Problem

I have a 1994 Passport 3.2 A/T
The problem I am having is I cannot get the Shifter into 4L it seems like there is a solid block right in that area, the shifter will not even try to go over to 4L. I can get it to go into 4H the indicator light goes on for 4 wheel drive but I do not have any idea if it IS in 4x4 or not. What would cause a "lockout" like that?

To shift into 4low you should be stopped and the transmission needs to be in neutral.
