Smile 1998 Silverado PU, 4x4 Shifting problem

It's a 1998 454 Vortex engine....Problem is when I
start the engine and try to shift into gear, sometimes
the shift lever won't move at all. So I have to turn the
engine off, and move the key half way, then move the
lever to netural position and restart the engine and go
into gear that way. Is there a electrical lock out of some
sort not releasing....The linkege seems to be ok.
This is a automatic transmission of course.
