air condition blows hot air

I need help with my 1995 S-10 blazer , my air cond. blows hot air I removed the fuse for a/c and heater , unpluged the fan and it still blows hot air by my feet what could be causing this

Assuming that the AC worked before it likely means that you have a leak in the system or your compressor isn't kicking on. With the car on, pop the hood and turn the AC on, you should see/hear the AC compressor clutch kick on. If it does kick on its likely your low on 134a and it needs to be recharged and then trace the leak.

Heater not switching to vent or defrost.
If it is not switching from floor to vent or defrost.
Check for good engine vacuum to heater controls.
A lot of problems with the plastic and rubber vacuum lines and at vacuum tank.
