Steering clunk

I have a 96 passat glx I just got it a couple week ago and have been replacing parts ever since. Who ever had it before me didn’t take care of it. I have replaced many parts in the front end like drivers wheel bearing ti-rode end and soon I will be doing a ball joint because the boot has rotted off. Everything at the moment is tight except there is movement in the steering rack. A friend of mine is really good with VWs and said that there is an adjustment screw on the bottom that can adjust the play in the steering rack. Is this true? He has a jetta but I can’t imagine its that much different. What else could it be? Is the rack toast?
