brake problem

hey everyone im new to this site and i have a problem. i bought a used 96 audi a4 quatro last november and last week i finaly got around to changing the breaks and rotters on it. the problem is that the brake pads are really tight on the rotter. ive taken them apart and put them through a belt sander and took off about 1/10th of an inch of each pad and replaced them yet they are still tight on the rotter and cause the rotter to heat up. any one got any idea what could be causeing this?

We talking front or rear here as the rears need to be wound back.
