Overdrive Problem

I have a 2000 Pontiac Grand Prix with a 3.8 lt.engine. It seems the overdrive isn't working. The engine revs 3000 rpms at 50 MPH. (and higher the faster I go) There is no change in the revs when I down shift from 4th to 3rd manually at this speed, however if I am coasting with my foot off the gas pedal and shift from 4th to 3rd it appears to shift ok and the revs increase accordingly. Could it be as simple as the PCS solenoid? Or, do I need a rebuild? Mr. Trans said I need a complete rebuild! I'd rather hear from you first.

anyways, sounds like a torque converter problem to me, not unloading...but I'll let the experts chime in on this one
