2003 Sunfire foglights

I've been having problems with the headlights, and I took everything apart, and found a few breaks in wires. I soldered all bad connections, and checked for power. I have power at everything now which is great. Foglights have 13-14Volts, but do not light up. switch and relay are fine. I did a continuity test on the bulbs and they seem fine. Anyone have any ideas on this one??

Found out the problem. There is a green wire with white stripe coming from the relay in front of the rad. I did not see anything visually wrong with it, but gave it a pull and the wires were corroded inside. Cut spliced and soldered, and back in business.
