98 cavalier electrical issues?
1998 cavalier when ignition is turned to on the cooling fan and other misc items under the hood turn on and the car wont start. when i remove the fuse for the pcm/ign the noises stop but car still wont start. any advise?

starter turning over.................fan should not be on till up to temp............ pcm/ ign tells car how to function of corse it wont run if you pull fuse
