1996 Park Avenue air mix actuator

I suspect a problem with the actuator. I know that it is located behind the glove box. How can I confirm that the actuator is defective? Also, it looks almost impossible to replace; what is the procedure? Thanks for any help. I am not real familiar with air conditioning diagnosis.
