Starter Problem 1997 Rodeo 3.2 2WD

I have a manual transmission and in the past week I have noticed that when I start the engine my Rodeo either starts, does nothing or clicks once and does nothing. The battery is okay. My question is does this appear to be a starter/selonoid problem or a starter relay problem?

well when it doesn't start tap the starter and try it again and if it work than its your starter.

This is a solenoid contact problem which is integrated with the starter. The contacts wear unevenly which causes an intermittent no start. You can just replace the contacts for cheap but it's just as much work to simply replace the whole starter.
