Check that the fan relays and the sensor are working properly.
The fan gets power through one of two relays, depending on high or low speed. Those relays are fed from the computer, which gets its signal from the sensor.

I think there is also a cooling fan fuse in the engine compartment... not much else to it. Get a voltmeter and do some troubleshooting.

Re: 1991 escort

Check your engine fuse inside, it provides power to the #13 and #2 circuits, which are to the relays and the fan. The engine compartment fuse is #10 for the Cooling Fan. The main fan power relay is also in the eng comp fuse block. The hi and low fan relays are in the front right of the eng comp on the inside fender wall by the air filter box. Have you tried getting the fan to come on by running it on AC or Defrost?

If it is the sensor at fault it should come on when the electrical connector is disconnected. Check the 15 amp engine fuse inside the car and check the 40 amp fuse under the hood.
