'92 accord-major ground issue help!

Hi,
The ground cable (battery to block) on my brother-in-laws '92 accord lx wagon rotted till it fell off. I put a new strap on, a 3 wire plug on the fuse panel (under hood) burned up and some light and door fuses are blown. When you turn the key there is NO power at all.

Does anyone have an idea at how bad this could be? Where to start? An electrical specialist said it will probably cost more for his time than it is worth.

The ground cable as two leads coming off the the battery terminal, one to the block and the other to the car frame. So, you need to hook up the lead to the frame. Then replace fuses, lights and see what happens. With the battery not loading down the alternator, you probably overvolted the system. You could have big problems, like a ECU and other items. But maybe not. Do a cheap fix and see if that fixes the problem.
