95 Crown Vic---EEC-IV?!@#

I am trying to scan my car with an Auto X-ray brand scanner, which works great until I tried it on this car. Is the diagnostic plug under the dash on this car or under the hood? I found a ADL under the dash but it does not look like the goofy cable that they claim is for a Ford, which has another little plug hanging to the side of the main plug that they claim it calls for. I tried the OBD-II cable but all I get is a "vehicle not responding" message, and my check engine light is on. I cleared it by unhooking the battery but it came back about 15 miles later.Runs fine so I am guessing an O2 sensor or something minor.


Update---I was told this car has OBD-II, and checked pin 16 to be sure I had 12 volts, which I do.
I guess the next step is the dealer? gulp
It seems the scanner does not read this car.

2nd update---The scanner does work with this car, but I had to put it the year 1996 as the scanner will not read OBD-II on a 1995, anyhow......I am getting a code P0401 which is telling me the EGR valve has insuffecient flow. Can anyone tell me if this thing has to come off and get replaced, and if so how the !@#$ you get at the EGR on this car?

Auto Zone and Advance Auto both give free tests for your vehicle.

Why would you need to replace the EGR?

The Ford pickups have a problem with the opening plugging up for the EGR and tell you to clean the opening and blow out everything. A friend put on a new EGR valve and had to remove it and he said drill out the opening because the code came back.
I've had the vacuum supply nozzle on the intake plug up and I had to remove it and run a wire through it it wouldn't blow out. Also check the EGR back pressure valve make sure everything is open. Some replace them as a pair to prevent problems.

Thanks rhandwor, this is what I am going to try next. I found a link from another place and when I am feeling better will take her apart. I have a feeling the EGR passages are getting build up, and it does not look like a very hard repair.
