problem with connection

okay heres the deal:
My friend has windows 98 , and a cable internet connection but it doesnīt connect to internet anymore. I tried to fix it with my knowledge but I guess im dumb :P, 3 questions are as follows:
Why the fu*k it says your network is not complete when I go to netwrok properties??
I canīt remember can the network card have a ip or not, the one where the cable is in?
3rd can it be fixed with deleting all the protocols and shit in my network properties and then reinstall them all using win 98 drivers from the cd?

4. Go To Start - Run. Type "winipcfg" (without the quotes) and hit enter. Make sure the correct Adaptor is showing in the box. Hit the refresh button.

try this it works for me when mine goes down all you have to do is
1)Unplug the cable from the back of the modem
2)Turn off teh Computer leave it off for 10 mins
3)plug the cable back into the modem let the computer stay off for about 5 more minutes
4)turn 'er on give it a try
thats about all my knowledge for shit like this

-Re-install the OS
-Better yet, upgrade to XP now
-Follow all directions on ISP FAQ and Settings Pages.
