My horn has a mind of its own!

I have a 2001 VW Cabrio. Recently (in warmer weather), sometimes when I turn the steering wheel, the horn honks on its own. I took the fuse out because I couldn't stand it any longer, and I've noticed that there is clicking, almost electrial sound coming from the steering column whenever I have the steering wheel in a certain position. Please help!!! Does anyone have any idea what could be causing this? Over the past 2 years I've sunk close to $2000 in repairs (including new air pump (emissions related), windshield wiper motor, drivers window regulator etc) so I'm hoping this isn't going to be an expensive fix. Any info is greatly appreciated!
