not locking up

Hi,
i have Zj 94 with 42re
my 42re is rebuilt from a 93 ZJ and torque converter as been changed too.
but the lockup as never engaged at 60mph i'm at 2100-2200rpm, normaly it's about 1700rpm.
it is a transmission problem or just the torque converter dont have a lockup, just by i new 150$ i think

Re: not locking up

The transmission is not shifting into OVERDRIVE.

Check to see if the O/D OFF light is on (next to the button).

no the light of the o/d in off
and i have listen the shifting it make 1-2-3-4 after the 4 the rpm dont drop 300-400 rpm like lockup supose to make
