Also what could be other possible reasons my headlights wont work, even after changing the lamps? Thanks

check the dimmer switch and head light switch and head light circuit breaker and ground wires for the head lights

Is the headlight circuit breaker in the fuse box, or somewhere else?

i will look in the shop service man in the morning and get you that location. ? are useing a test light or a volt meter. are the daytime running lights on when the key is in the run pos with the head lights off. http://info.rockauto.com/SMP/SMPDetail3.html?RY456.html a link for a photo of the relay. when did the head light stop working. on a 9c1 the wire harness had a tie in for wigwag head lights and this may be a problem spot. do the park lights work ?

Yes, I am using a test light. WHen the key is in the run position, the day time running lights do not turn on, unless I flip the headlight switch. Those are the only lights that work. Park lights also don't work. The car has been sitting for years..Thanks

lets go to the fuse box ( LH inst panel ) and check fuse # 14 (15 amp) good or not. if there is no power check fuse link at battery junction block RH side on the inner fender. this is hot 12vdc all the time and all out bound power after the fuse links are hot 12vdc. if there burnt they have to be replaced withe the same as before. on some decommissioned police cars bypass wireing was installed for the different departments and as you look over the wire you may find a spot where a bypass was tied in and the cut out and left as who knows what took place when the pulled there equ out. also test all the fuse for burnt ones. it show the relay but i cant find the location for it, i am thinking it's on the fire wall drivers side,

There was one relay on the firewall and I just ordered a replacement. I hope that will do the trick!

So far, I've replaced the headlights and headlight switch. All the fuses were tested and work good. Their was one relay on the drivers side firewall (which I dont think was even for the headlights), that I even replaced, and still headlights are not working. Fusible links were also good and I'm guessing there is a headlight relay somewhere, but I cant find it. Any help is greatly appreciated!

i am still looking in the ground and power distribution/fuse block. do you have any dash lights,glove box , dome lamps that will turn on. will the car start. will the turn lights flash, brake lights work? still looking for the KEY problem here. you said " When the key is in the run position, the day time running lights do not turn on, unless I flip the headlight switch. The car has been sitting for years..Thanks". this has got me thinking that there is something in the ground distrubution thats not right. with the key in the run pos the day time run lights should be on with out turning on the head light switch. ????? 463
