Failed inspection for only Steering binding! wtf? i got into this to get feedback
 Dont know what up with this issue is it lube or what it has fluid in there but it basically doesnt have power steering

Any thing in the steering can cause this, pump, rack, frozen tie rod ends, this needs to be checked out on site, no quick answer here.
