I came across an Automotive Dent Filler called Bondo "Body Filler" it is pretty good. It is very very strong, but you cant mold it till its dry.

Instructions for Bondo

Mix up the hardner and body filler

Plob a bunch of it on the stock bumper

Let it dry for an hour till its hard enough

Start carving it with a X-acto knife and sand paper

Then there is model putty

It like clay, but it drys up a bit faster. You just plob it on the bumper and work with it before it drys. You can make tools out of paperclips and popsicle sticks to help shape the putty

I have also heard that you can use styrene, im not sure how though, sorry.

I hope I helped, you can IM me at GTmike400 if you have any other questions.

use styrene sheets for the base shape.
then fill the areas that you want to work on with putty. i use tamiya polyester putty to fill. then after the putty is dry, you can sand / file it like plastic. the styrene sheets are also sandable.

DO NOT try to only use putty... unless the part is very small, it probably wont work.
