the neutral saftey switch is located on top of the transmission, on drivers side, you will see the little arm connected to the shifter going to it, it should look like this with automatic, an this for a manual.

how can I reach this neutral saftey switch? from inside the car or under the bottom the car?

you should be able to reach it from the top of the engine. their is one bolt connecting the shifter linkage to the saftey switch. and 2 screws holding the switch down.
