fuel pump wont turn on

i just bought a 87 rx7. its probly one of the cleanest 87's around. but unfortuntily it was hit in the divers side fender. iam plainin to fix the damage and get her back on the road again.. anyway that car will run when i put fuel down the intake, i took the fuel pump out and it turns on when u put power on it. how ever when hook up it dosnt turn on.. i check fuses . all good. i checked the 4 wires going to the pump with a light tester. the white and green one flashes for 2 sec then does avery low pulse while the key is left on? is that normal? i know on a honda a bad realay can cause this problem ,, is this somthin i should look into?
