starting issues

I have a problem with my villiger starting. you turn the key and the starter and motor do not turn over. so yesterday I replaced the starter and tried it again. It still didn't work. the battery is new but we still tried to jump it. I used some pliers to touch the two ends of the solinoid that is with the starter motor. the starter spun buy the engine did not turn over. any help?

What year??
How many miles on vehicle?
Have you checked the starter relay and all fuses?

When you turn key to start does the starter make the same noise as when you crossed the starter with the pliers? (Selenoid not engaging to flywheel)

If you have a voltmeter check if the connector on the starter (large red cable) is getting current from the battery when the ignition switch is turned start position. SHould be 12 volts or more)

Can you turn engine over with a wrench on the crankshaft harmonic balancer bolt? (Engine isn't locked up is it?)

Check neutral safety switch.

i checked the fuses that are near the knee area inside the van.
no its a different noise just a quiet click
ill try the voltimeter
I dont know. I dont know how to.
the van is in park.

Have you tried moving gear selector to neutral? Does it click in drive (Shouldn't, only start in Park or neutral)

Check the inhibitor relay located in the relay box in the engine compartment, left hand side by the battery. The cover should say inhibitor relay or starter relay. I believe it should be the second relay from the left as your are facing the engine. See if there is another relay the same and switch to see if that works.
