on the passenger side tire if you turn the wheel when Dion 55 or so it likes to make noise and when u let go of the gas on the passenger side it like to shake could that mean the CV boot needs replacement or does that mean the brakes are gone?

It could be the CV joint is going bad. It could also be worn front end parts such as the ball joint or outer tie rod end. Before doing anything else get the tire and wheel balanced and take it to get the front end lined up. The front end man will check all your parts for wear before lining it up. At that time he will be able to tell you what if anything is wrong with it. Tell him the problem you are having with it.
