1997 Sable wipers

Hello, my sable is having wiper problems. The wipers turn on but they wont turn off until the car is turned off, and they stop where they are and do not return to the down position, I checked the relays under the hood,they are fine, to check them I tried different ones from other things, put them back, the same thing happens. I am not familiar with ford cars but I know my trucks have a wiper relay box under the dash. Does the sable have the same system, or could it just be the switch?
