1997 Geo Tracker Dead

The car won't start, will not turn over at all, the battery is charged, everything comes on and works when you turn the key on, it does not make a clicking sound when you try to turn it over, it does nothing. When you turn the key off a chime goes off, 3 dings repeated twice, like an alarm system. The car has no alarm system that I know of. It was running great, then nothing, thinking maybe it might have some type of anti-theft ignition disable system that needs to be reset??? I have disconnected the battery hoping to reset, nothing, any clues or help would be appreciated, 1997 Geo Tracker, 4 door.
