Why wont my timing belt work? HELP HELP HELP!!!

I really need some help any knowledge would be GREATLY appreciated!

I have a 1995 DOHC 3.4L in a monte.

I could not for the life of me get the belt on the pulleys/cogs? What the deal? I retracted the tensioner and actuator but no room to squeeze the belt on. I did finally get the belt on but when I released the tools holding the cams, I turned the engine manually and it started to walk off the pulleys/cogs. What the heck? Do I need to replace the pulleys and tensioner?

I've not seen this specific problem, but as a matter of practice, one should replace all the bearings in the idlers and tensioner. If that means the "assembly", sobeit. If the idler pulley is worn (it "tapers"), it CAN cause the belt to walk.
