1998 Sunfire turn signal

My daugthers 98 Sunfire has a problem with the turn signals. They don't seem to work until the car gets warmed up. Could that be a bad flasher unit, I'm going to change it anyway but I'm just wondering.
Also can you tell me where the flasher unit is located, I don't have a manual yet.

Don't know the flasher location, usually above the driver's knees (typical place in GM vehicles). Only suggestion is wait till it warms up and works, then follow the sound.
