wiper problem

My '02, the wiper MAY take one swipe when you turn them on, but now they mostly sit just above the parked position and just 'bounce' once in a while...................maybe. Is the multifunction switch the culprit?? Or should I be looking at something else??

Usually this is caused by the pulse circuit board in the wiper motor. Also there was a recall for water getting in the 02 wiper motors.
