2001 Jetta RPM Fluctuating

I have a 2001 Jetta 1.8T with 60,000 miles. The other day I noticed that the A/C button below the radio was lit even though it was in the off position, when I turned off the car it was still lit. I pressed the button as if to turn it on and the light would go off (this was when the engine was turned off) and when I started the engine the light would be bright but would still be lit when I tried turning it off again.
Coincidentally, I noticed when i was stopped in traffic that the RPM would increase about 100 RPM's and you could hear a sound (like a fan) coming from the engine. It goes on for a couple seconds then off for a couple seconds, but it is always going on/off/on.

What is wrong???

possible have a bad a/c switch. Also check the fuses on top of the battery.
