Your brake on/off switch is probably stuck in the on position. This happened
to my 2000 windstar. Did repair several years ago, switch was located under the dash and is activated when depressing brake pedal. Switch shouldn't be that expensive, disassembled mine and slightly bent internal contact, haven't had any problems since. You could temporarily disable by pulling appropriate fuse or disconnecting battery. Wouldn't drive with fuse pulled. By having the brake lights on for an extended period, the sockets for the third brake lights did overheat and deform some. Don't recollect all the details as repaired several years ago. There may be some wiggle room in mounting the switch to allow for some adjustment. In my case, internals of switch were contacting when they shoudn't have been.

My 2000 windstar had the same problem with the brake on/off switch. I took mine out and disassembled it (very easy to do) then lightly sanded and lubricated the inner wall of the case with a little bit of Vaseline; that's right, Vaseline. Then, re-assembled everything and re-attached it to the pedal. Never had that problem again. This issue is common on windstars, the problem is that the switch is made out of plastic and gouges can form on the part where the spring slides against the inner wall when the pedal is pressed.
