Yup, looks like the tailgate end of the cables are connected with a brad/rivet of sorts to the mounting bracket. Do the new cables come with the brackets already installed?

Re: New Tailgate Cables/how The Hell Do You Get Them Off
NO they came with no brackets at all just the CABLES one end has a small hole joined by a big hole where it locks in to place in the small hole the other end has just one hole about 1/2" round "I think i'm going to have to drill it out and put a rivet in new CABLE. " I just can belive it!

Wow, that sucks. Could you weld a washer on the back of the old rivet after setting the new cable in place on the bracket?

Re: New Tailgate Cables/how The Hell Do You Get Them Off
PITA for sure. done a few of them. grind the old rivets. the new cables should have come with the special bolts to install. if not, take them back. if parts store doesn't have ones with bolts, bite the bullet and goto dealer. for awhile, they were doing this as a recall, might be able to get done for free. but in any case, grind/cut rivets out.
