more electrical confusion

Ok, here goes. 95 neon, my daughters. Constant problems. I resoldered all the cluster connections a while back. It all worked ok but the gas gauge, it only works when full or slightly less, once a little gas is used it's anyones guess. Was getting a battery temp error, corrected that by resoldering the resistor that had corroded off. (Did I mention what a piece of crap these things are?)
A couple months go by and now this. With the engine running it starts revving up and down like the little doggies head in the back window. Simultaneously, the speedo goes up to 10 or 15 mph, and the wipers come on. Then they will all stop acting up for a few seconds, then right back to it. What is the common denominator here? Anyone experience this before? Just want to get it fixed and get it sold. Thanks.

When was the last time it had a good tune-up? Engine reving could be spark plugs, TPS, IAC and other things.
