99 Lesabre drivers side high beam won't work

99 Lesabre, V6 Custom with all the bells and whistles. The drivers side high beam head light bulb will not go on when I have selected high beams. The bulb is not the problem, because I bought a new one and tested the situation by putting in the bulb from the passenger side into the driver side socket. All this means is that I am not getting current to the drivers side high beam bulb. I don't know if I have a short in either the black or green wire leading to the bulb or some other problem like a relay switch problem somewhere.

I would like to know what tests I can make or if someone knows what the problem is and could offer a solution (as cheap as possible). Thanks so much. John
